SOLANO – JUDGE KAYS TO RETIRE

The Superior Court of California, County of Solano announced that Judge Scott L. Kays retires effective June 12, 2017, after 20 years on the bench. Judge Kays was appointed to the Superior Court of California, County of Solano on April 25, 1997, by Governor Pete Wilson. Judge Kays served as Presiding Judge from 2002- 2003, Assistant Presiding Judge from 2000-2001, Supervising Judge of the Civil and Family Divisions, and Presiding Judge of the Appellate Division.

In 2006, Judge Kays was elected President of the California Judges Association. During his term, he served as a member of the Judicial Council of California, and as a member of the Domestic Violence Practice and Procedure Task Force.

In 2008, California Chief Justice Ronald M. George appointed Judge Kays to the Commission for Impartial Courts Task Force on Judicial Selection.

Judge Kays received the Judicial Council of California, Bench-Bar Coalition Leadership Award in 2007. He received the Solano County Bar Association Law Day USA Liberty Bell Award in 2010.

Judge Kays was actively involved in judicial education and continuing legal education for attorneys. He has served as a faculty member and panelist in judicial education for Presiding Judges and Supervising Judges, and in continuing legal education for attorneys in civil litigation.

As stated by Presiding Judge Robert C. Fracchia, “it may well be a cliché, but if you were to look up ‘judge’ in Wikipedia, it would have a picture of Judge Kays prominently displayed. Judge Kays has sat in virtually every assignment in our court, handling the most routine of traffic cases to the most complex of civil litigation. Judge Kays has not only served the citizens of Solano County, but offered his counsel and guidance statewide through his role as President of the California Judges Association and his service to the Judicial Council. He has been both a mentor and friend to all of his colleagues and staff and we are blessed that he will continue to serve the citizens of Solano County as an assigned judge in his retirement.”

After his retirement, Judge Kays will continue to serve the court in the Assigned Judges Program.
