ALAMEDA – ANNOUNCES NEW JUDICIAL ASSIGNMENTS EFFECTIVE JANUARY 6, 2020

The Superior Court of Alameda County announces new judicial assignments that will take effect on Monday, January 6, 2020. The complete list is being circulated with this press release and is also available on the Court’s web site at http://www.alameda.courts.ca.gov/Pages.aspx/Judicial-Directory.

These assignments reflect intentional adjustments based on the community input provided in connection with the Court’s development of its 2020-2029 Strategic Plan (publicly released on October 28, 2019, and located at http://www.alameda.courts.ca.gov/Pages.aspx/Strategic-Plan).

Specifically, the Court announces the opening of a new, limited jurisdiction civil department in Department 106 at the Wiley E. Manuel Courthouse, 661 Washington Street, Oakland. Located in the same building as our North County Self-Help Center, this new department will hear North County Civil Harassment and Small Claims matters, thereby providing enhanced access to related court services. Correspondingly, South County Civil Harassment and Small Claims matters will be heard in Department 519 at the Hayward Hall of Justice located at 24405 Amador Street, Hayward.

To address civil case filing trends, the Court announces several adjustments. The Court is opening two new Civil Direct Calendar departments, Departments 514 and 521, at the Hayward Hall of Justice. Department 511 will become the Master Calendar Department for Unlawful Detainer matters, and Department 512 will become the Master Calendar Department for Collections matters and Default Judgements. In addition, Department 18 in the County Administration Building located at 1221 Oak Street, Oakland, will become the Master Calendar Department for Asbestos matters. For criminal matters, in an effort to increase Court consistency and efficiency while maximizing available resources, all first appearance misdemeanor arraignments for North County criminal matters will be heard at the Wiley W. Manuel Courthouse starting January 6, 2020. These matters include misdemeanors from Alameda, Albany, Berkeley, Oakland, Piedmont, Hayward, San Leandro, San Lorenzo, and nearby unincorporated areas. To facilitate this transition, starting November 18, 2019, the Wiley W. Manuel Courthouse will begin hosting two combined misdemeanor arraignment and pretrial hearing calendars. Newly filed cases ending in an even number will be heard in Department 108, while newly filed cases ending in an odd number will be heard in Department 111.

Also effective January 6, 2020, East County arraignment and pretrial calendars will be combined at the East County Hall of Justice, located at 5151 Gleason Drive, Dublin. East County misdemeanor arraignments will be heard with East County misdemeanor pretrial hearings in Department 702. East and South County felony arraignments will be heard with East and South County felony pretrial hearings in Department 712.

The Court also announces, effective January 6, 2020, Hon. Michael Markman will be the new Supervising Judge of the Civil Division, Hon. Kevin Murphy will be the new Supervising Judge of the Criminal Division, and Hon. Sandra Bean will be the new Supervising Judge of the Probate Division.

The Court is confident that these changes will work to the benefit of the public and looks forward to announcing further efforts to implement the 2020-2029 Strategic in the months to come.
